Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The chain of contrasting events captured the harsh reality of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are issued from multiple capitals. Significant resources is devoted on containing particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from across the border, a capability enabled by timely intelligence. From observation points, defense planes that had been dispatched to counter approaching cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly gives way to resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Ongoing Risks
Following this, a large-caliber weapon fired at a drone in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.
With pauses, this persisted until dawn. Kyiv greeted the morning news: seven people killed, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those full day illustrated Ukraine's vital need on international aid – a reliance that European nations are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The detailed framework from Washington generated strong feelings, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new proposal from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, certainly, endure.
Strategic Calculations
It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration operates on a principle understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is impossible to force Russia to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through statements or actions, from believing that the status quo will not evolve additionally in its benefit in the coming year.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a complete military breakdown until circumstances change in its advantage.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: personal goals to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.
While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
